Funding frameworks to target resources
With increasingly tight funding levels, public sector resources need to be targeted effectively, using robust and transparent criteria that are understood and agreed by key partners.
[OCSI's] work has enabled us to focus in excess of £110 million of commissioned services to where it is best understood they are needed. Ian Redding, Head of Grants, London Councils- For London Councils, we developed a robust evidence-led framework for distributing resources to voluntary groups across the capital. We led a series of sessions with key stakeholders from the Boroughs, leading to the approach being agreed by the Leaders of all 33 London Boroughs. The commissioning framework is now being used to ensure that resources are targeted at the right areas and communities to help tackle social exclusion issues across London.
- In our work for the East of England Development Agency (EEDA), OCSI and project partners RTP developed an evidence-based strategic regional framework for the Investing in Communities programme. The framework provides EEDA with a robust basis for future investment, identifying funding priorities based on levels of need across the sub-regional economic partnerships. Additional needs analysis highlighted the issues faced by deprived groups living in rural areas, as well as other vulnerable communities including Black and Minority Ethnic groups, older people, young adults and those suffering from work-limiting illness.
- Nationally, our work with the Commission for Rural Communities is helping the CRC make the case for better funding of regeneration programmes in rural areas. And in projects for the Youth Justice Board, OCSI have helped focus national resources to local areas based on levels of need.
