The Local Area Agreements agenda critically requires local partners to effectively assess and monitor the impacts of partnership programmes across their areas. The Department for Communities and Local Government commissioned OCSI to examine indicators for target setting and performance assessment at neighbourhood level, in the context of the data needs emerging from the LAA process. Part of the work developed guidance and “practical solutions” to support local partners in using small area data.

The full report ‘Assessing Neighbourhood-Level Data for Target Setting’ provides our assessment of how appropriate small area datasets are for target setting, performance monitoring and wider contextual analysis. The report is available from www.communities.gov.uk/documents/localgovernment/pdf/932312.pdf

An additional report ‘Practical Guides for Using Neighbourhood-Level Data’ gives advice on using neighbourhood-level data to support regeneration activities.

The OCSI modelled Index of Multiple Deprivation data at Output Area (OA) level is now available, covering all OAs across England.

The data was developed in work with the Norfolk Rural Community Council, and validated at national level by OCSI on a project commissioned by the national Commission for Rural Communities.

The OA datasets enable a more detailed examination of ‘pockets of deprivation’ than available using standard data. We have modelled key deprivation datasets such as the Index of Multiple Deprivation to Output Area (OA) level - each of which contains just over 100 households.

This is particularly relevant in rural areas, where deprivation can be concentrated in small pockets of deprivation. These pockets may not be identified using standard datasets, typically available at Super Output Area (SOA) level.

The data has also been used in work with urban LAs, helping identify the key deprivation challenges for partners under their Local Area Agreements.

The datasets are available from the OCSI spotlight on rural exclusion page www.ocsi.co.uk/spotlights/rural-exclusion.php (scroll to the bottom of the page).

The Commission for Rural Communities (CRC) has published the OCSI report ‘Deprivation in rural areas: Quantitative analysis and socio-economic classification’ . The report is available from http://www.ruralcommunities.gov.uk/publications/deprivationquantitativefullreport.

OCSI were commissioned by CRC to undertake research to help fill gaps in the evidence base on rural deprivation, which was highlighted by the CRC Disadvantage Study in 2006. The outputs from the project will help inform CRC policy on issues related to rural disadvantage.

In particular CRC were looking to enhance the existing research-base on rural deprivation, as well as informing and supporting further research and qualitative assessment of the nature and characteristics of deprivation affecting communities in rural areas.

The report’s evidence does not provide an alternative to the ranking of local areas on the Index of Multiple Deprivation. It has been specifically designed to estimate the overall rural share of deprivation at an output area, regional and national level, and to identify very small area ‘hotspots’.

This means that the analysis can be used to highlight the existence of rural deprivation even in areas which are relatively prosperous.

For further detail, see the OCSI spotlight on rural exclusion www.ocsi.co.uk/spotlights/rural-exclusion.php (scroll to the bottom of the page).
